So to understand this correctly, on 2 employees computer's they can run an SQR process and it runs successfully in the process scheduler. For everyone else they get the SQR 1803 CONNECT error?

Which database platform are you using (SQL Server, Oracle?) and which process scheduler type (PSNT, PSUNX?)
